Yes, students can start a meeting in a private channel if they have access to one.

If your question is to do with child safety/anti-bullying concerns (as we had with our school), then be aware that you CAN turn off private chat channels (and phone calls) by updating your Teams policies and auto-enrolling students into those policies. This way, you prevent students from chatting amongst themselves and force conversations to take place out in the open (within a Team/group where it’s less likely for bullying to take place).
For example, in our Teams instance, we have set things up so that any Office 365 account that is set-up with the Department field on their profile having the value “student”, automatically loses access to private chat and private phone calls as soon as the account is created.
